Chile Tops Latin American AI Index as Pioneering Nation in AI Development
Chile leads the second edition of the Latin American Artificial Intelligence Index (ILIA 2024) with a score of 73.07 points, followed by Brazil and Uruguay. The study evaluates AI readiness in 19 nations, revealing that while AI talent and implementation are on the rise, challenges remain in matching the levels seen in the Global North. The index emphasizes the importance of strategic governance, research development, and equitable resource allocation to foster inclusive growth in AI across the region.
On September 24, 2024, Chile’s National Center for Artificial Intelligence (CENIA) and the Economic Commission for Latin America and the Caribbean (ECLAC) unveiled the results of the second edition of the Latin American Artificial Intelligence Index (ILIA 2024). The study, which evaluated 19 countries in the region, revealed that Chile attained the highest score of 73.07 points out of a possible 100, followed by Brazil with 69.30 points and Uruguay at 64.98. Other nations, such as Argentina, Colombia, and Mexico, were categorized as “adopters,” with lower scores indicating varying levels of development in the field of artificial intelligence. The report highlighted significant progress in the concentration of AI talent within the workforce, doubling over the past eight years, although it noted that no Latin American country has yet matched the talent levels seen in the Global North at the outset of this period. The key findings emphasized that the pioneering countries in AI are strategically directing their national policies to boost technology implementation across diverse sectors, thereby nurturing a supportive environment for research, development, and innovation. Chile’s Minister of Science, Technology, Knowledge and Innovation, Aisén Etcheverry, remarked that the index aids in the formation of sound policies crucial for progress. She expressed the significance of adapting to the rapidly changing digital landscape where young citizens face challenges posed by AI advancements. ECLAC’s Acting Deputy Executive Secretary, Javier Medina Vásquez, commented on the potential of AI as a transformative force in crucial areas such as health, education, and the environment, but also cautioned about the risk of exacerbating existing socioeconomic disparities if investments and infrastructure improvements do not keep pace. Additionally, the report showcased the practical applications of AI through successful cases from Google, Amazon Web Services, and Microsoft, further emphasizing the collaborative efforts among national and international stakeholders to enhance the region’s AI capabilities. The study underlined that the development landscape continues to evolve with strong opportunities for improvement, particularly in dimensions such as research, governance, and talent retention as well as in addressing gender disparities in the sector. In connection with governance, Chile has emerged as a leader through comprehensive public policies that encourage strategic implementations of AI aimed at ethical and responsible applications. This comprehensive approach positions Chile favorably alongside Uruguay and Brazil, which are also recognized as leaders in AI development in Latin America.
