Amnesty International asserts that perpetrators of human rights abuses during the Indonesian occupation of Timor-Leste must face justice, especially as the UN peacekeeping mission prepares to withdraw. Serious violations, including unlawful killings and torture, remain unpunished, emphasizing the need for ongoing accountability efforts by the international community to address these crimes against humanity.

Amnesty International has emphasized the necessity for justice for victims of human rights violations during the Indonesian occupation of Timor-Leste from 1975 to 1999. As the United Nations Security Council prepares to conclude the withdrawal of the UN peacekeeping mission, there is an urgent call for accountability concerning the unlawful killings, enforced disappearances, and other atrocities, including rape and torture, committed during this period. Although these actions constitute crimes against humanity, no perpetrators are currently imprisoned, underscoring a disturbing lack of accountability both in Indonesia and within Timor-Leste itself. Isabelle Arradon, the Asia-Pacific Deputy Director at Amnesty International, stated, “The fact that the UN is leaving Timor-Leste does not let the international community off the hook. Delivering justice for victims of these horrendous crimes must remain a priority.” As the UN Security Council assembles, it is worth noting that the meeting falls on November 12, an important date as it commemorates the 1991 Santa Cruz massacre, where Indonesian forces violently suppressed peaceful protesters, marking a pivotal moment in Timor-Leste’s quest for independence. The ongoing impunity for the over 300 individuals indicted for crimes against humanity remains a pressing issue, as Indonesian authorities have not cooperated with international efforts to bring justice to the victims. Even limited attempts at prosecution in Indonesia, such as the trials conducted by the ad hoc Human Rights Court, have resulted in acquittals for those guilty of heinous acts during the 1999 independence referendum. Arradon further asserted, “Today, the UN must clearly state that there will be no impunity for crimes against humanity and gross human rights violations committed during the Indonesian occupation… It must also ensure that justice for serious crimes committed in Timor-Leste remains on the UN Security Council agenda beyond the planned withdrawal of the peacekeeping mission.” It is imperative that the international community remains committed to addressing the legacy of human rights violations in Timor-Leste, ensuring that the pursuit of justice for victims is a sustained focus as global attention transitions post-UN peacekeeping mission.

The Indonesian occupation of Timor-Leste, lasting from 1975 to 1999, was marred by extensive human rights violations. Following the struggle for independence and the 1999 referendum, many Timorese suffered due to unlawful killings, disappearances, and other forms of violence, which amounted to severe breaches of international human rights law.
