Ecuador’s recent electoral process, organized by the Consejo Nacional Electoral (CNE), was marked by transparency and professionalism, leading to a second round despite lingering challenges. The electoral preparations adhered to the established calendar and updated voter registers efficiently. The CNE implemented an electronic results management system based on best practices for transparency and security, although low public trust in the administration remained evident.
The electoral process respected essential freedoms such as assembly, expression, and press, despite some areas experiencing insecurity. The European Parliament Delegation, led by Nacho Sánchez Amor, noted that the elections were executed with relative normality amidst political tensions. However, multiple challenges were flagged, such as the controversy surrounding President Noboa’s campaign actions and prevalent disinformation towards the end of the electoral cycle.
This preliminary statement highlights ongoing electoral issues, including the need for improved oversight in campaign financing and social media regulations concerning political advertising. Critical stages await, including the official results tabulation and adjudication of petitions, with the EU Election Observation Mission (EOM) set to monitor the second presidential election round.
The EU EOM, which arrived in Ecuador following an official invitation, comprises 106 observers from multiple nations and has evaluated the electoral process against international standards. The mission observed 480 polling stations across 23 provinces on February 9. The EOM’s conclusions are independent and follow the Declaration of Principles for International Election Observation delineated by the United Nations in 2005.
