HRW Critiques EU’s Inaction Regarding Rwanda’s Role in DRC Atrocities

Human Rights Watch (HRW) has expressed concerns regarding the European Union’s (EU) inadequate response to Rwanda’s involvement with the M23 rebels in eastern Democratic Republic of Congo (DRC). The EU’s failure to enact measures following a February 2025 resolution, which called for freezing aid and suspending agreements related to Rwandan minerals, has allowed ongoing atrocities to persist without adequate oversight.

In conclusion, HRW urges the EU to align its actions with its statements regarding political accountability and humanitarian interventions in the DRC. By implementing the European Parliament’s recommendations and conditioning aid on the cessation of Rwanda’s support for armed groups, the EU can better contribute to regional stability and the protection of human rights.
