Cameroon’s Opposition Calls for Electoral Reforms Before 2025 Presidential Elections

Opposition parties in Cameroon have proposed essential electoral reforms to President Paul Biya before the October 2025 elections. Koupit Adamou delivered a document containing 66 consensus-based proposals aimed at rectifying the current electoral code perceived as biased towards the ruling party. These reforms need legislative approval and are expected to be discussed in Parliament soon, ensuring fair elections.
In advance of the upcoming presidential elections scheduled for October 2025, Cameroon’s opposition parties and civil society organizations have underscored their urgent call for electoral reforms. They have formally submitted their proposals for a revised electoral code to President Paul Biya. The submission was received by the Presidential mail service on February 17, 2025, according to reports from Journal du Cameroun.
Koupit Adamou, a Member of Parliament with the Union for Democratic Change (UDC), was entrusted with presenting the proposals to the Unity Palace. This draft revision comprises 66 proposals, established through a consensus among opposition members and civil society representatives, aimed at rectifying the current electoral code, which is perceived as favoring the ruling party disproportionately.
These proposed amendments seek to create a more equitable electoral framework that would be acceptable to all political actors. The necessary changes must be channeled through Parliament, potentially during the March session, although there remains the possibility of postponement until June to ensure the new code is operational before the presidential elections.
Earlier, President Biya had informed Hermine Patricia Tomaïno Ndam Njoya, National President of the UDC, that he had not received the initial draft for the proposed electoral code. The recent submission aims to rectify this and progress the implementation of necessary reforms.
The opposition parties in Cameroon are pressing for vital electoral reforms ahead of the October 2025 elections. Their consolidated efforts have led to the submission of a detailed proposal to President Paul Biya, highlighting the need for a revised electoral code. The proposals, developed through consensus among various stakeholders, aspire to create a more balanced electoral system. It is essential that these reforms are considered by Parliament promptly to ensure their enactment prior to the upcoming elections.
