On January 29, 2025, the French Parliament passed a resolution condemning Iran’s human rights abuses and urging the EU to designate the IRGC as a terrorist organization. This decision calls attention to systematic violations by Iran and may lead to significant sanctions against the IRGC. Advocates stress the importance of this resolution for European security and global counter-terrorism efforts.

On January 29, 2025, the French Parliament adopted a resolution condemning human rights violations in Iran. This measure urges the European Union to classify Iran’s Islamic Revolutionary Guard Corps (IRGC) and Basij forces as terrorist organizations. The resolution cites systematic human rights abuses, including the punitive use of the death penalty, state violence against marginalized groups, and severe restrictions placed on women’s rights and freedoms.

The IRGC is a significant component of Iran’s regime, responsible for enforcing its fundamentalist policies. It is implicated in grievous human rights abuses domestically and is known for supporting anti-Israel and anti-American terrorist organizations, such as Hezbollah and Hamas. Additionally, the IRGC played a pivotal role in orchestrating ballistic missile assaults on Israel in 2024 and is linked to Iran’s controversial missile and nuclear programs.

The French resolution serves as a crucial impetus for the EU to potentially take similar actions. A unified EU designation would lead to the freezing of IRGC assets and prohibition against fundraising and operations within Europe. This move would significantly undermine both the IRGC and the Iranian regime, which primarily targets dissidents and Jewish communities in Europe, and has been alleged to supply arms to Russia amid its invasion of Ukraine.

The resolution gained momentum through the efforts of French Parliament member Constance Le Grip, supported by AJC Paris. Le Grip is part of the AJC’s Transatlantic Friends of Israel initiative, which aims to strengthen transatlantic security and cooperation. Her introduction of the resolution draws on her advocacy experience, enhancing its importance in the international arena.

AJC CEO Ted Deutch praised the resolution, describing it as an essential development. He remarked, “Glad to see the French Parliament vote in favor of placing the Iranian regime’s Islamic Revolutionary Guard Corps (IRGC) on the European terrorist list.” Ted highlighted AJC’s longstanding advocacy for such measures, emphasizing that the IRGC presents a serious global threat and is integral to various terror networks.

Moving forward, AJC is pressing for the EU and other nations to officially classify the IRGC as a terrorist organization. Over the past year, AJC has campaigned for measures to protect Jewish communities in Europe and combat Iran’s destabilizing activities in the Middle East. The urgency for action against the IRGC reflects a broader commitment to securing regional and international stability against threats of terrorism.

The French Parliament’s resolution represents a significant step towards aligning European policy with actions against Iran’s IRGC, promoting international solidarity against terrorism. By calling for the EU to designate the IRGC as a terrorist entity, the resolution seeks to address ongoing human rights violations and security threats. AJC’s advocacy highlights the urgency of global cooperation in confronting Iran’s destabilizing activities.
