DGSN Partners with Judicial Agency to Bolster State Defense in Courts

The DGSN and AJR have signed an agreement to enhance cooperation in defending state interests in courts. The framework includes managing litigation and improving legal expertise to strengthen public trust in administration. The initiative establishes a Steering Committee for action plans and emphasizes defense rights under the “State Protection” principle for police officers.

On Wednesday, Morocco’s General Directorate of National Security (DGSN) signed a partnership agreement with the Kingdom Judicial Agency (AJR) at the Ministry of Economy and Finance. This agreement aims to strengthen cooperation in defending state interests within judicial frameworks. Key signatories included Economy and Finance Minister Nadia Fettah and DGSN Director General Abdellatif Hammouchi, who are committed to enhancing mutual collaboration in relevant sectors.

The partnership emphasizes managing litigation, identifying associated risks, and robustly defending state interests in courts. Furthermore, it seeks to enhance legal capabilities and promote expertise exchange to improve administrative efficacy while fostering public trust. The signatories have agreed to coordinate defense strategies and ensure effective execution of judgments favoring the DGSN and its personnel.

Additionally, this agreement reaffirms defense rights under the “State Protection” principle, which safeguards police officers against physical and verbal assaults encountered while on duty. To facilitate successful collaboration, the agreement establishes a Steering Committee responsible for developing joint action plans and defining cooperation guidelines along with a Technical Committee that will execute these plans and propose future projects.

This partnership builds on the DGSN’s previous efforts to reinforce institutional cooperation, highlighted by a 2022 agreement with the National Human Rights Council focused on law enforcement training. Recently, on February 24, they commenced a training program regarding migration and the protection of migrants’ rights.

According to the DGSN’s 2024 annual report, significant progress has been evidenced, including a 10% decrease in violent crimes since last year. Law enforcement documented 755,541 criminal cases, with a 95% resolution rate, alongside the dismantling of 947 organized crime networks and the arrest of 1,561 suspects. The agency also reported advancements in digital operations, particularly the issuance of nearly 4.7 million electronic national identity cards in 2024, and its increased international presence, marked by securing the Vice Presidency for Africa at Interpol during the 92nd General Assembly in Glasgow.

In summary, the newly established partnership between the DGSN and AJR is poised to strengthen Morocco’s judicial defense framework. By fostering cooperation, enhancing legal expertise, and safeguarding police interests, the agreement aims to reinforce public administration trust while promoting effective state defense in courts.
