UN Security Council Affirms Commitment to Supporting Libya’s Peace Efforts

The UN Security Council has adopted a statement supporting the Libyan people in their effort to achieve peace. It calls for a Libyan-led political process and fair elections while addressing the necessity for security sector reform. Additionally, the Council raises concerns about migrant treatment, urging improved border management and respect for migrant rights.
On Thursday, the UN Security Council reinforced its commitment to supporting the Libyan people during ongoing efforts to achieve lasting peace in Libya. Amidst ongoing instability and conflicts among rival authorities and armed groups in the oil-rich North African nation, the Council articulated several pressing concerns regarding the political landscape and governance.
The Security Council emphasized its dedication to a political process that is inclusive, Libyan-led, and owned by the Libyan people, facilitated by the United Nations and supported by the international community. It underscored the importance of allowing Libyans to determine their governing bodies through elections, ensuring that their demands are acknowledged by political leaders.
The Council encouraged the international community to provide full support to the UN Secretary-General’s Special Representative and the UN Support Mission in Libya (UNSMIL) as they navigate the challenges ahead. UN Special Representative Abdoulaye Bathily recently pointed out that the current political process does not meet the aspirations of Libyans, who are calling for strengthened political institutions.
In pursuit of a sustainable solution to the Libyan conflict, the Security Council called on the Special Representative to leverage contributions from neighboring countries and regional organizations, notably the African Union and the League of Arab States. The Council also encouraged continued support for the Libyan High National Elections Commission to facilitate fair and inclusive elections.
The Council reiterated the necessity for security sector reform and progressing towards the demobilization, disarmament, and reintegration of armed groups as per the December agreement among the 5+5 Joint Military Commission. Additionally, it highlighted the establishment of a unified, accountable, civilian-led security framework for Libya as essential for the nation’s stability.
Moreover, the Council expressed grave concern regarding migrant and refugee smuggling and human trafficking in Libya, particularly concerning the vulnerable situation of migrants, including children. It called for enhanced efforts to strengthen Libyan border management and for authorities to respect and protect the human rights of migrants, while advocating for actions to close detention centers for migrants.
The UN Security Council has reaffirmed its commitment to supporting Libya through a Libyan-owned political process and emphasized the need for free and fair elections. The Council has also called for security reform, improved border management, and the protection of human rights for migrants. This collective effort reflects a desire to stabilize Libya and foster long-term peace and governance led by the Libyan people.
