ICC Prosecutor’s Visit to DRC Highlights Urgency in Addressing M23 Violence

Karim Khan, the ICC Prosecutor, visited the DRC to address the violence caused by M23 rebels backed by Rwanda, which has resulted in more than 7,000 deaths. He emphasized the need for a comprehensive approach to justice. Meanwhile, the UK announced a pause on aid to Rwanda due to its support for the rebels.

On February 26, 2025, International Criminal Court Prosecutor Karim Khan arrived in the Democratic Republic of the Congo (DRC) to address the escalating violence generated by M23 rebels, who have reportedly received support from Rwanda. This conflict has resulted in over 7,000 fatalities and the displacement of hundreds of thousands of individuals in the eastern regions of the DRC. During a press conference in Kinshasa, Khan outlined his objectives for the visit, emphasizing the need for a comprehensive and sustainable approach to justice.

Khan stated, “To try to make sure there is a consistent, there is a comprehensive, there is a sustainable and holistic approach to justice, that draws the poison of criminality away from the soil and allows the people and your children to march forward to, God willing, a brighter future, after these very dark days that you’re going through right now.”

In conjunction with Khan’s visit, the United Kingdom declared a suspension of certain bilateral aid to Rwanda, accompanied by diplomatic sanctions aimed at curbing Kigali’s support for the M23 rebel group. This move highlights international concern regarding Rwanda’s role in the ongoing conflict.

The arrival of ICC Prosecutor Karim Khan in the DRC signifies an important step toward addressing human rights violations connected to the M23 rebels. His commitment to establishing a sustainable approach to justice aims to alleviate the suffering caused by the conflict.
