Uganda: MP Baka Mugabi Announces Re-election Bid for 2026

Stephen Baka Mugabi has declared his intention to run for re-election in 2026 after pressure from constituents who did not find a suitable replacement for him. Initially planning to retire due to feeling undervalued, his new leadership role has inspired him to continue serving. Meanwhile, other legislators, such as Susan Amero and Michael Timuzigu, remain committed to their decision not to seek re-election.
In a notable political shift, Stephen Baka Mugabi, the chairperson of the Legal and Parliamentary Affairs Committee, has announced his intention to seek re-election in the 2026 parliamentary race, reversing his previous decision to retire from politics. This change comes as a response to significant pressure from his constituents, who believe that an experienced legislator is vital for their representation.
Mugabi noted that despite 15 other candidates expressing interest in the Bukooli North seat, no suitable replacement has emerged. “The constituents are saying the area is not ready to lose an experienced legislator who has now been identified by the system,” he remarked. His earlier decision to step down was rooted in feelings of undervaluation and the lack of a leadership role since the 8th Parliament.
The recent reappointment as Chairperson of the Legal Committee has revitalized Mugabi’s sense of purpose, reinforcing his belief that his contributions are essential to the development of his region. However, not all former legislators have followed Mugabi’s lead; Susan Amero of Amuria and Michael Timuzigu of Kajara have firmly stated they will not seek re-election, highlighting their commitment to their constituents.
They cautioned their colleagues contemplating a similar shift, stating, “We advise our colleagues making a U-turn to reflect on the implications of such a decision.” As the 2026 parliamentary elections approach, the race is expected to become increasingly competitive, with numerous candidates already vying for various positions. The Electoral Commission has set the nomination dates for September 16 and 17, 2025.
Stephen Baka Mugabi’s decision to run for re-election in 2026 represents a significant turnaround fueled by the support of his constituents. His prior feelings of undervaluation have transformed into a renewed sense of purpose, particularly after his recent appointment to a leadership role. Conversely, other legislators remain firm in their departure, emphasizing the importance of following through on commitments made to voters as the electoral landscape becomes increasingly competitive.
