Pakistan has ranked second in the Global Terrorism Index 2025 due to a surge in terror attacks and civilian casualties, with the number of attacks exceeding 1,000 for the first time since the index began. The Tehreek-e-Taliban Pakistan (TTP) has emerged as the deadliest group, responsible for a majority of fatalities as attacks increase substantially in the border regions of Balochistan and Khyber Pakhtunkhwa.

Pakistan has been ranked second in the Global Terrorism Index (GTI) 2025, chiefly due to a significant increase in terror attacks and civilian casualties. The GTI report, released by the Institute of Economics and Peace (IEP), evaluates 163 countries, representing 99.7 percent of the global population, by analyzing various indicators such as the frequency of terrorist incidents, casualties, injuries, and hostages.

The report indicates a consistent rise in terrorism-related deaths in Pakistan over the past five years, with a staggering 45 percent surge in attacks in 2024 alone. Specifically, the number of terror incidents doubled from 517 in 2023 to a record-breaking 1,099 in 2024, marking the first time the annual tally exceeded 1,000 attacks since the index’s inception.

The Tehreek-e-Taliban Pakistan (TTP) has been identified as the deadliest terrorist organization in Pakistan for the second straight year, contributing to a staggering 90 percent increase in attributed fatalities. In 2024 alone, the TTP conducted 482 attacks, resulting in 585 deaths, which is a 91 percent increase compared to the previous year’s toll of 293.

The report highlights that TTP accounted for 52 percent of all terrorism-related deaths in Pakistan in 2024. The resurgence of terrorism has been linked to the Taliban’s takeover of Afghanistan, with terrorist activities intensifying, particularly along the Pakistan-Afghanistan border. The provinces of Balochistan and Khyber Pakhtunkhwa (KP) have been particularly impacted, bearing over 96 percent of the country’s terrorist attacks and fatalities in 2024.

In summary, the Global Terrorism Index 2025 report underscores the alarming rise of terrorism in Pakistan, driven largely by the resurgence of the TTP and intensified activities along the border with Afghanistan. With a significant increase in both the number of attacks and casualties, urgent measures may be required to address the growing security challenges faced by the nation.
