Since achieving independence in 2011 and formally ending civil war through a 2018 power-sharing agreement, South Sudan has been unstable. Kiir’s allies have accused Machar’s forces of creating unrest in Nasir County, allegedly in conjunction with the White Army, a militia of armed youths from the Nuer ethnic group. Recently, a government garrison was overrun by rebels, escalating tensions in the region.
Kiir’s administration has reacted aggressively, with numerous arrests of Machar’s supporters, including high-ranking officials such as Petroleum Minister Puot Kang Chol, among others. The government faces criticism for these actions, particularly in light of the fragile peace established in 2018.
UNMISS’ recent evacuation efforts aimed to mitigate violence and civilian displacement in Nasir County, a situation that has prompted significant casualties. In a collective statement, Western and regional diplomats urged South Sudan’s leaders to prioritize peaceful dialogue and the welfare of their people, stating that, “Juba-based leaders must demonstrate their commitment to peaceful dialogue.” Furthermore, UNMISS has called for adherence to ceasefire commitments and integrity of the peace framework, while critiquing Kiir’s recent political maneuvers aimed at consolidating power.
