Over 28 Million Iraqis Eligible to Vote in Upcoming Parliamentary Elections

IHEC announces that more than 28 million Iraqis are eligible to vote in the October 2025 parliamentary elections. This marks a significant increase compared to previous elections, with major voter bases identified in Baghdad’s districts. The legal framework mandates election scheduling requirements, highlighting the continuous growth in voter demographics.
The Independent High Electoral Commission (IHEC) has reported that over 28 million Iraqis, which constitutes 60.7% of the population, are eligible to vote in the upcoming parliamentary elections set for October 2025. This indicates a rise in the number of eligible voters compared to previous years.
Baghdad’s Rusafa district leads in voter eligibility, followed by Karkh, Maysan, Nineveh, Anbar, and Dhi Qar. The IHEC also noted that approximately one million Iraqis born in 2007 have reached the legal voting age of 18.
The commission emphasized that, according to Iraq’s amended Election Law No. 12 of 2018, parliamentary elections must be held at least 45 days prior to the conclusion of the current legislative cycle. For context, eligible voters in the 2021 elections amounted to 25,139,375, while the 2018 elections registered 24,352,253 eligible voters.
In summary, the IHEC has confirmed that over 28 million Iraqis are eligible to participate in the forthcoming elections, marking an increase from previous elections. The amendments to the electoral law stipulate that these elections must take place in alignment with specific legal timing, and significant demographic changes are occurring with newly eligible voters reaching the age of 18.
