Qatar’s Commitment to Counter-Terrorism: Cooperation and Human Rights Focus

Qatar reaffirms its commitment to fighting terrorism through multifaceted cooperation. It highlights its support for UNOCT initiatives, emphasizes the role of civil society, and aligns with international laws and standards as it addresses terrorism’s root causes. In doing so, Qatar acknowledges the threats posed by terrorism to human rights and sustainable development.

The State of Qatar has reiterated its dedication to combating terrorism through various forms of cooperation, including bilateral, regional, and multilateral efforts. The nation supports several counter-terrorism initiatives and centers, notably hosting the United Nations Office of Counter-Terrorism (UNOCT)’s International Hub on Behavioral Insights to Counter-Terrorism and the Program Office on Parliamentary Engagement in Preventing and Countering Terrorism.

Hamad Nasser Hamad Al Suwaidi, Third Secretary at Qatar’s Ministry of Foreign Affairs, conveyed this commitment during a dialogue with the Special Rapporteur on human rights in the context of countering terrorism. This interaction occurred at the 58th session of the Human Rights Council in Geneva and highlighted Qatar’s role in addressing terrorism.

Al Suwaidi stressed the significance of regional organizations and civil society in aiding government efforts to tackle the underlying causes of terrorism and violent extremism. He underscored the necessity of aligning counter-terrorism policies with international laws and standards, in harmony with the United Nations Global Counter-Terrorism Strategy’s four pillars.

He also pointed out that terrorism represents a substantial threat to global peace, human rights, and the achievement of the 2030 Agenda for Sustainable Development. Furthermore, he noted that human rights violations alongside a deficiency in development nurture conditions that facilitate the spread of terrorism.

Al Suwaidi emphasized the necessity of adhering to the full execution of the Pact for the Future, particularly Action 23, which advocates for a terrorism-free future through comprehensive strategies and enhanced coordination among the United Nations and regional organizations to eliminate terrorism, all in compliance with international law.

Qatar demonstrates a steadfast commitment to countering terrorism through proactive international cooperation and support for various initiatives. Emphasizing the essential role that regional organizations and civil society play, the nation seeks to tackle root causes of terrorism and align its strategies with global standards. Moreover, Qatar acknowledges the interrelation between human rights, development, and terrorism, advocating for a comprehensive approach to foster a secure future.
