Transforming Lives: The Karamoja ABC Scaling Facility’s Impact on Borderlands

The Karamoja ABC Scaling Facility aims to improve resilience in communities along the Uganda-Kenya border by promoting economic diversification, peacebuilding, and infrastructure development. In the arid regions along the Uganda-Kenya border, communities have historically faced climate shocks, economic marginalization, and insecurity. Agropastoralist communities within the Karamoja Cluster have relied on livestock herding and seasonal migration for survival. However, climate change and resource depletion have intensified these challenges, trapping many in poverty and conflict. The Karamoja ABC Scaling Facility, under the UNDP Africa Borderlands Centre, aims to transform this narrative by promoting resilience and fostering sustainable development across this fragile region.
This initiative adopts a community-driven, multi-sectoral approach to address various challenges in the borderlands. With a focus on fostering economic diversification, strengthening governance, and enhancing climate resilience, the facility is creating pathways for sustainable peace and development.
Zeynu Ummer, Director of UNDP’s Resilience Hub for Africa, emphasized the significance of this facility by stating, “Traditional development programs often operate within national boundaries, but challenges in borderlands are inherently cross-border… This facility takes an integrated, area-based approach that aligns interventions across Kenya and Uganda.”
To combat the persistent cycle of conflict fueled by poverty, the Karamoja ABC Scaling Facility has prioritized alternative livelihood strategies. The program has supported 300 farmers in adopting climate-resilient crops, ensuring food security despite unpredictable weather. Additionally, training for 42 beekeepers has facilitated commercial honey production, while cooperatives for hay production help provide livestock feed year-round.
Infrastructure investments have also empowered local traders. The upgrading of marketplaces and transport routes enabled 85 traders to expand their businesses and enhance cross-border trade opportunities.
However, economic stability alone is not sufficient for long-term peace. The initiative integrates local peacebuilding mechanisms with regional governance efforts to de-escalate tensions. This includes revitalizing the Ateker Cross-Border Chiefs’ Forum to enhance dialogue between Kenyan and Ugandan leaders.
Efforts to empower youth have further contributed to peacebuilding initiatives, with over 150 young individuals trained to monitor conflicts and champion resilience. The facility’s contributions are also exemplified in the Uganda-Kenya Memorandum of Understanding on Cross-Border Peace and Development, which ensures that peace commitments are supported by policy frameworks.
Zeynu Ummer highlights the importance of these efforts: “Addressing conflict means providing alternatives. The integration of economic empowerment and peacebuilding is crucial in changing the security landscape of the Karamoja borderlands.”
Investments in critical infrastructure are vital for enhancing trade and mobility. The initiative has started the installation of solar-powered boreholes to alleviate water scarcity and is upgrading trading posts to formalize cross-border commerce, thus ensuring economic stability.
With the transition to its second phase (ABC II), the Karamoja Scaling Facility exemplifies resilience programming uniquely tailored for Africa’s border regions. This model is being adapted for other areas including the Sahel and the Horn of Africa.
Engagement with the private sector through the Karamoja SDG Investor Map is also anticipated, focusing on attracting investments in agriculture and renewable energy. Moreover, UNDP aims to utilize real-time data via the Borderlands Encyclopaedia Dashboard to improve decision-making and overall programming outcomes.
Dr. Ummer asserts, “The Karamoja Scaling Facility has demonstrated that resilience is not just about surviving adversity—it’s about transforming challenges into opportunities.” Thus, when equipped with economic opportunities, infrastructure, and peace mechanisms, borderlands can evolve from zones of fragility into hubs of prosperity.

With continuing commitments and initiatives like ABC II, the facility seeks to redefine borderlands as engines of economic transformation and resilience rather than merely peripheral regions.
