The M23 rebels, supported by Rwanda, confirmed their participation in peace talks with the government of the Democratic Republic of Congo (DRC), scheduled to commence in Luanda, Angola. Lawrence Kanyuka, a spokesperson for the AFC rebel alliance, announced that a five-member delegation would depart for Angola at the behest of Angolan officials.

The Congolese government will also send representatives, marking a significant change in their stance regarding negotiations with the M23 rebels. Historically, the DRC had refused to engage in dialogue with the group. Angola’s mediation efforts aim to establish a sustainable ceasefire and diminish tensions between the DRC and Rwanda, which is accused by the United Nations of supplying arms and soldiers to the M23.

Rwanda, however, maintains that its military operations are defensive against threats posed by the Congolese army and allied militias. The underlying conflict has persisted for decades, exacerbated by the aftermath of Rwanda’s 1994 genocide and competition over Congo’s extensive mineral wealth.

In recent months, the M23 has made significant territorial gains, capturing areas previously unheld, including the two largest cities in eastern Congo. The Congolese government reports that over 7,000 fatalities have occurred since January, with at least 600,000 people displaced due to the ongoing violence, according to the U.N. humanitarian affairs office.
