Ceasefire Urged by DR Congo and Rwanda Amid M23 Conflict Escalation
President Félix Tshisekedi of DR Congo and President Paul Kagame of Rwanda have announced a call for an “immediate ceasefire” in eastern DR Congo during talks in Qatar. This follows a significant escalation in violence attributed to M23 rebels, leading to numerous fatalities. This marks the first encounter between the leaders since the M23 rebels, allegedly supported by Rwanda, intensified their offensive, resulting in approximately 7,000 deaths since January.
The situation remains tense as it remains unclear whether the M23 rebels will comply with the ceasefire proposal, given their absence from recent peace negotiations in Angola. DR Congo accuses Rwanda of arming the M23 and deploying troops to support their endeavors, allegations denied by Rwanda despite claims from the United Nations and the United States.
According to Rwanda, their military actions are purely defensive in response to attacks from the DR Congo army and affiliated militias. Furthermore, DR Congo accuses Rwanda of illicitly exploiting its mineral resources, a charge that Rwanda also refutes.
Last December, peace negotiations facilitated by Angola collapsed following Rwanda’s insistence that the DR Congo government engage directly with the M23. Subsequently, the rebel group seized control of significant cities, including Goma and Bukavu, within a two-month period.
A joint statement from Qatar’s Foreign Ministry highlighted the commitment from both leaders towards an “immediate and unconditional” ceasefire. However, it remains uncertain how this ceasefire will be enforced or monitored effectively. In addition, President Kagame emphasized that direct dialogue between DR Congo and the M23 is essential for addressing the underlying issues of the conflict and expressed optimism about collaborative efforts leading to positive progress.
Tina Salama, a spokeswoman for President Tshisekedi, stated that these discussions were initiated by Sheikh Tamim bin Hamad Al Thani, the Emir of Qatar, which positions Qatar as a significant ally in these diplomatic efforts. This meeting follows a prior unsuccessful attempt to conduct peace talks between the DR Congo government and the M23 rebels, which deteriorated as the rebels withdrew after the European Union imposed sanctions on their leadership.
