The M23 rebels in eastern Democratic Republic of Congo are refusing negotiations with the Congolese government after seizing key cities. They cite European sanctions as a barrier to talks. Recently, as President Felix Tshisekedi’s government acknowledged the need for talks in Angola, M23 withdrew from the discussions. The rebels cited European Union sanctions against their leadership and allies as a quest for more substantial concessions while dismissing the talks as impractical.

Political analyst Tresor Kibangula commented that the M23/AFC’s withdrawal reflects a broader refusal to negotiate without guarantees of significant concessions. Meanwhile, Tshisekedi and Rwandan President Paul Kagame have called for a ceasefire, yet the impact of their discussions remains uncertain given M23’s strengthened position after recent military successes.

Jason Stearns, a political scientist, remarked on M23’s strategic advantage, suggesting their military strength diminishes their incentive to negotiate. In addition, he noted that the sanctions imposed on Rwanda likely influenced the rebels’ decision against entering talks at this moment. Rwanda continues to deny accusations of backing M23, claiming its military actions are merely defensive.

The complexity of multiple peace processes complicates efforts towards negotiations. Initiatives led by Angola, since 2022, encountered setbacks due to Congolese opposition. Aiming to merge various peace initiatives, regional leaders convened in February but expressed concerns that the negotiations could empower M23. This distrust was mirrored by M23’s skepticism towards Angola’s ability to mediate effectively, exacerbated by logistical miscommunications regarding negotiations.

Recent discussions between the East African Community and Southern African Development Community have resulted in a proposed roadmap towards conflict resolution, emphasizing a ceasefire within thirty days. However, distrust remains significant among all parties involved, with an anonymous African diplomat acknowledging the challenge of harmonizing perspectives to prevent further proliferation of peace initiatives.
