While Rwanda has denied allegations of supporting the M23 rebel group, which primarily consists of Tutsis, a U.N. expert panel reported in December that Rwandan President Paul Kagame had deployed 4,000 soldiers to aid M23. Additionally, the report accused both Rwanda and Uganda of attempting to exploit Congo’s natural resources.
