Rwanda and Uganda Military Commanders Collaborate on Border Security

Military leaders from RDF and UPDF convened in Mbarara, Uganda, to assess border security, discuss challenges, and strategize solutions for cross-border collaboration. This meeting highlighted solidarity and commitment to enhancing the security environment for communities along the Rwanda-Uganda border, showing significant progress since previous meetings.
On March 20, 2025, military commanders from the Rwanda Defence Force (RDF) and the Uganda Peoples’ Defence Forces (UPDF) gathered in Mbarara, Uganda, for their fourth proximity commanders’ meeting. The objective of this session was to review the current security landscape, address existing challenges, and strengthen security along their shared border. This initial day coincided with the arrival of UPDF Chief of Defence Forces, Gen Muhoozi Kainerugaba, in Rwanda.
The meeting was attended by commanding officers of the RDF and UPDF, including Brig Gen Pascal Muhizi from Rwanda and Maj Gen Paul Muhanguzi from Uganda. Together, they evaluated progress made on recommendations from prior meetings concerning illegal cross-border activities and contemporary security threats. Additionally, the delegates discussed strategic enhancements aimed at fostering a positive atmosphere for cross-border collaboration between the two countries’ border communities.
Maj Gen Paul Muhanguzi expressed appreciation for the support from the leadership of both nations and their armies. He stated the meeting’s purpose was to evaluate progress and enhance the living conditions for border communities. “We are happy that significant progress has been made since the initiation of this journey. Proximity commanders regularly communicate, especially on security-related issues along our borders, and we appreciate this milestone achieved,” he noted.
Brig Gen Pascal Muhizi acknowledged the hospitality received from Uganda and recognized the beneficial outcomes of previous proximity commanders’ meetings, highlighting their success in tackling cross-border illegal activities. Prior to the session’s commencement, both delegations visited leaders in Ntungamo District, who commended the ongoing meetings, emphasizing the advantages of collaboration in addressing shared border challenges and improving socio-economic activities.
Overall, the discussions reinforced the commitment of both armies to maintain open dialogues aimed at ensuring improved security and cooperation along the Rwanda-Uganda border, fostering a joint effort to address communal and security issues effectively.
