Rwanda and Uganda Military Leaders Evaluate Border Security Challenges

The fourth Proximity Commanders’ meeting between the Rwanda Defence Force and Uganda Peoples’ Defence Forces took place from March 20 to 22, 2025, in Mbarara, Uganda. The meeting focused on assessing the security situation and addressing challenges faced by border communities. Both delegations reviewed progress from past recommendations aimed at combating illegal activities and discussed strategies to strengthen cooperation.

On March 20, 2025, military commanders from the Rwanda Defence Force (RDF) and Uganda Peoples’ Defence Forces (UPDF) convened their fourth commanders’ meeting in Mbarara, Uganda. The primary focus was to evaluate the current security situation and address challenges affecting border communities to maintain security along the Rwanda-Uganda border. This meeting coincided with the arrival of General Muhoozi Kainerugaba, the Chief of Defence Forces of the UPDF, in Rwanda.

The three-day meeting included RDF infantry division commanders, led by Brigadier General Pascal Muhizi, and UPDF second infantry division commanders, led by Major General Paul Muhanguzi. Also present was Colonel Emmanuel Ruzindana, the Rwanda Defence Attaché to Uganda. The delegations reviewed progress made on recommendations from previous meetings aimed at curbing illegal cross-border activities and addressing contemporary security threats.

In their discussions, the military leaders emphasized developing strategies to create a favorable atmosphere for border communities to collaborate while mitigating illegal activities. Major General Muhanguzi expressed appreciation to the Heads of State and military leadership for their support, stating, “We are here to assess ourselves on the progress that has been made in creating a conducive environment for the prosperity of our border communities.” Brigadier General Muhizi acknowledged the hospitality displayed by their hosts and stressed that earlier proximity meetings had yielded significant results in tackling cross-border illegal activities.

Before the formal meeting, delegations visited Ntungamo District, where they were greeted by local leaders, including Local Council Chairman Samuel Mucunguzi. He praised the joint security meetings, underscoring their importance in tackling shared border challenges while enhancing collaboration within the communities for socio-economic growth.

The recent Proximity Commanders’ meeting between the RDF and UPDF in Uganda reaffirmed the commitment of both countries to enhance security along their shared border. By addressing challenges and fostering collaboration between border communities, military leaders are working towards a safer and innovative environment. This initiative demonstrates the importance of consistent communication and joint efforts in strengthening regional ties and improving socio-economic conditions for those living near the border.
