Fleming Raul Duarte Ramos, the Paraguayan Ambassador to India, has expressed his admiration for Delhi after residing there for over seven years. His fondness for the city is rooted in its diverse food, rich heritage, and the kindness of its people, especially the resilience showcased during the Covid pandemic.

Ramos, an alumnus of the Harvard Kennedy School and an experienced economist, has had a notable career including roles as the CEO of the National Petroleum Corporation and director of the Central Bank in Paraguay. He has significant expertise in trade facilitation and finance program design, and he is fluent in Spanish, Portuguese, and English.

In an interview with The Indian Express, he highlighted his favorite spots in Delhi, particularly Aravalli and Nehru Park, which he frequents for outdoor exercise due to their greenery and climate, reminiscent of Paraguay. He remarked on three key aspects that struck him during his time in Delhi: the lack of rain, the chaotic traffic, and the effective management of the Covid pandemic response.

Addressing the issue of pollution in Delhi, Ramos acknowledged it as a serious concern. He frequently escapes the city to enjoy cleaner air in other Indian locales and employs air filters at home. He noted that Paraguay generates nearly 95% of its electricity from renewable sources, particularly hydropower, and he appreciates India’s commitment to transitioning to renewable energy.

Discussing traffic, Ramos humorously referred to local drivers as akin to ‘Formula 1 racers’ and prefers to drive on less crowded Sundays. On culinary delights, he favors milder Indian dishes, including butter chicken and dosas, while acknowledging the rich and diverse culinary heritage of India.

Ramos sees some resemblances between Delhi and Asuncion, particularly in terms of greenery, but he noted that Delhi’s vastness and diversity set it apart from other cities he has lived in. Personal highlights of his time in Delhi include cherished moments with his mother during the pandemic, demonstrating how the situation brought them closer.

As he prepares to depart, Ramos anticipates missing the kindness of the people in Delhi and the camaraderie shared with friends during tennis and golf on weekends. His departure signals the end of a significant chapter in his life enriched by experiences in a dynamic city.
