UK Urges Peace and Support Amid Eastern DRC Conflict

The UK has expressed deep concern about the conflict in Eastern DRC, urging an end to hostilities and emphasizing diplomatic solutions. Following discussions between UK officials and African leaders, humanitarian assistance has been pledged, and measures against Rwanda have been proposed to promote peace initiatives and protect affected civilians.

The United Kingdom has officially expressed its deep concern regarding the troubling situation in Eastern Democratic Republic of the Congo (DRC). A representative from the UK Government emphasized that the Foreign Secretary had recent discussions with both President Tshisekedi and President Kagame in Kinshasa and Kigali, where he made it clear that military measures are not a solution to the ongoing conflict.

The Foreign Secretary condemned recent offensives by M23 and the Rwanda Defence Force (RDF), highlighting these actions as violations of DRC’s sovereignty and in contravention of the United Nations Charter. He urged the leaders to engage with ongoing African-led peace initiatives to foster a sustainable political resolution.

In light of the humanitarian crisis, with nearly one million people displaced and many requiring urgent assistance, the Foreign Secretary reiterated the collective responsibility to protect the affected population. He also noted the UK’s commitment to support humanitarian efforts in Eastern DRC, emphasizing recent coordination with international partners to formulate an adequate response.

During his visit, the Foreign Secretary announced an additional £14.6 million in humanitarian aid to assist the suffering populace. The UK demands an immediate halt to hostilities, unhindered humanitarian access, adherence to international humanitarian law, genuine participation in peace discussions, and the withdrawal of all RDF from Congolese territory.

To address the escalating conflict, the UK will implement specific measures, including reducing high-level attendance at Rwandan government events, pausing bilateral financial aid (excluding assistance for vulnerable populations), and reviewing export licenses related to the RDF. Moreover, they will coordinate sanctions and suspend future defense training assistance to Rwanda.

While acknowledging Rwanda’s security apprehensions, the UK maintains that military actions are not an acceptable resolution. Emphasizing the necessity for political dialogue, they encourage the DRC to engage with M23 as part of broader talks, ensuring inclusive dialogue leads to a resolution.
