Humanitarian Coordinator Urges Respect for Human Rights in DRC’s Kivu Provinces

On March 3, 2025, Bruno Lemarquis, the Humanitarian Coordinator in the Democratic Republic of the Congo (DRC), voiced grave concerns about the increasing violence against civilians and humanitarian personnel in North and South Kivu. These incidents not only infringe upon fundamental human rights but also constitute violations of international humanitarian law (IHL). Recent events included targeted attacks on hospitals in Goma and deadly explosions at a public gathering in Bukavu, which resulted in significant civilian casualties.
Furthermore, reports suggest a rise in civilian abductions, particularly near schools and healthcare facilities. Lemarquis emphasized the importance of protecting civilians and ensuring adherence to IHL obligations, stating that medical and educational facilities, along with humanitarian workers, must be safeguarded under all circumstances. He reiterated that any aggression towards essential infrastructure is a serious lapse in international humanitarian law, urging for an immediate cessation of such acts. As the humanitarian crisis escalates, the international community is called upon to enhance support, with 21.2 million people affected and a funding requirement of $2.5 billion to address critical needs.
To facilitate the delivery of necessary aid, Lemarquis urged all parties to expedite the reopening of the airports in Goma and Kavumu. This effort is crucial to provide effective humanitarian assistance to the affected regions in the DRC, addressing health, food security, and protection for millions.
