Rwanda Critiques Canada’s Position on DRC Conflict

Rwanda has criticized Canada for its allegations regarding the DRC conflict, describing Canada’s statement as defamatory. The Rwandan government argues that Canada is unjustly blaming Rwanda while failing to address the DRC government’s human rights violations. Rwanda plans to seek clarification from Canada and asserts that recent Canadian sanctions will not help in resolving the conflict.
On March 4, the Rwandan government publicly condemned a statement made by Global Affairs Canada regarding the conflict in eastern Democratic Republic of Congo (DRC), characterizing it as defamatory, shameful, and unacceptable. The statement, issued on March 3, was signed by Ministers Mélanie Joly, Ahmed Hussen, and Mary Ng, who alleged the involvement of the Rwandan Defence Force in the DRC and support for the M23 group, which resulted in Canada imposing sanctions.
Rwanda criticized Canada for blaming it for violations while neglecting the responsibility of the DRC government, which Rwanda asserts has escalated attacks on civilians. The Rwandan statement expressed: “Canada cannot claim to welcome the efforts of regional actors in the peace process when it places the blame for all kinds of violations on Rwanda, and fails to hold the DRC Government accountable.”
The Rwandan government has indicated its intention to seek clarification from Canada regarding this position. Moreover, Canada announced a suspension of permits for the export of controlled goods and technologies to Rwanda, halted new business cooperation, and is reviewing its engagement in international events hosted in Rwanda.
Rwanda asserts that these measures will not resolve the ongoing conflict and emphasized its commitment to pursuing an African-led mediation process while safeguarding its national security. The Rwandan government remains determined to work collaboratively with regional partners despite the adverse actions taken by Canada.
