Rwanda Critiques Germany and Canada Over DRC Conflict Responses

Rwanda has criticized Germany and Canada for politicizing development and neglecting security concerns in the DRC conflict. The Rwandan government argues that Germany undermines peace efforts by failing to hold the DRC accountable, while Canada incorrectly blames Rwanda for atrocities. Rwanda remains committed to its national security amid rising tensions due to ongoing violence in the region.

The Rwandan government has expressed strong criticism towards Germany and Canada regarding their recent stances on the conflict in the eastern Democratic Republic of Congo (DRC). The Ministry of Foreign Affairs and International Cooperation in Kigali accused these nations of partisanship and neglecting Rwanda’s legitimate security concerns.

In a formal statement, Rwanda condemned Germany for “politicizing development cooperation” and failing to hold the DRC accountable for ongoing violations that, according to Kigali, exacerbate the conflict. The Rwandan government argues that Berlin’s actions undermine African-led peace initiatives and reinforce Kinshasa’s aggressive behavior.

Rwanda highlighted that Germany appears to contradict its professed support for resolutions in the DRC by allowing the DRC to evade responsibility, thereby prolonging conflict. Additionally, the Rwandan statement pointed out the existential threat posed by the FDLR militia, linked to the 1994 Genocide against the Tutsi, and urged Germany to acknowledge its historical responsibilities in the region instead of employing “one-sided, coercive measures”.

Furthermore, Rwanda expressed dissatisfaction with Canada, summoning its High Commissioner following Ottawa’s allocution that blamed Kigali for the DRC violence. Rwanda rejected these claims, asserting that they wrongfully attribute regional atrocities to it while overlooking the actions of the DRC army (FARDC) and allied militias.

Rwanda emphasized that Canada is inaccurately accusing it of involvement in reprehensible acts that are evidently committed by the FARDC. Moreover, Kigali condemned Canada for not addressing the legitimate security issues faced by Congolese Tutsi communities in North and South Kivu and Ituri due to threats from FDLR and other DRC-affiliated forces.

Despite the diplomatic tensions and allegations, Rwanda affirmed its unwavering commitment to national security while continuing to participate in efforts for regional peace. The situation has intensified in light of recent escalations in eastern DRC, where conflict between the Congolese army and M23 rebels has displaced many individuals. Rwanda maintains that the DRC government supports the FDLR and denies claims of supporting the M23 rebels.

In summary, Rwanda has vehemently criticized Germany for its biased approach regarding development cooperation and has summoned Canada for its accusations concerning the DRC conflict. Kigali’s stance emphasizes the need for accountability for actions in the DRC and recognition of the threats posed by armed militias like the FDLR. Rwanda remains dedicated to ensuring national security and engaging in peace efforts despite heightened diplomatic tensions with these nations.
