Qatar Advocates for IAEA Oversight of Israeli Nuclear Facilities

Qatar urges international efforts to bring Israeli nuclear facilities under IAEA safeguards and for Israel to join the NPT as a non-nuclear state. This request was highlighted by Ambassador HE Al Hammadi at an IAEA session. He condemned Israel’s aggressive policies and indicated Qatar’s ICJ memorandum seeking clarification on Israel’s obligations regarding UN operations in occupied territories.

The State of Qatar has urged the international community to intensify efforts to place all Israeli nuclear facilities under the safeguards of the International Atomic Energy Agency (IAEA) and to have Israel join the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) as a non-nuclear state. The call was articulated by HE Jassim Yacoub Al Hammadi, Qatar’s Ambassador and Permanent Representative to the United Nations Office and International Organizations in Vienna, during an IAEA Board of Governors session addressing the situation in the occupied Palestinian territories and Israel’s nuclear capabilities.

HE Al Hammadi remarked on the importance of the international community adhering to commitments outlined in various UN resolutions, including those from the UN Security Council and the UN General Assembly. He drew attention to past resolutions that explicitly urged Israel to subject its nuclear facilities to IAEA safeguards and join the NPT as a non-nuclear state. Notably, all other Middle Eastern nations are NPT parties with effective safeguard arrangements.

Moreover, HE Al Hammadi condemned Israel’s ongoing aggressive actions, which include the forced displacement of Palestinians, increased military operations in West Bank cities and refugee camps, and impediments to humanitarian aid in Gaza. He emphasized the need for Israel to enable humanitarian efforts by international organizations, including UNRWA.

In addition, Qatar recently submitted a memorandum to the International Court of Justice (ICJ) seeking an advisory opinion based on a UN General Assembly resolution from December 2024, requesting clarification regarding Israel’s obligations to UN activities in occupied territories. The memorandum urges Israel to support the operations of UN agencies and respect the property and personnel of these organizations.

In conclusion, HE Al Hammadi underscored the critical need for the international community to take robust actions toward compelling Israel to fulfill international resolutions, recognize Palestinian rights, and promote peace and stability in the region, thus preventing broader global risks.
