Uganda Hosts Delegation for Peace Dialogue in the DRC

The PF-ICGLR delegation is on a mission in Uganda focusing on peace in the Eastern DRC. Led by Rt. Hon. Nelly Mutti Butete, they aim to discuss regional stability with President Yoweri Museveni. A delegation from the Forum of Parliamentarians in the International Conference on the Great Lakes Region (PF-ICGLR) is conducting a fact-finding mission in Uganda concerning peace and security in the Eastern Democratic Republic of Congo (DRC). Led by the Speaker of the National Assembly of Zambia and President of PF-ICGLR, Rt. Hon. Nelly Mutti Butete, the delegation will also meet with President Yoweri Museveni.

During a welcoming session on 10 March 2025, Speaker Anita Among commended the delegation for their dedication to regional peace. She reiterated Uganda’s stance on promoting African-led solutions to challenges on the continent, highlighting that “as Africans, we have always agreed that African problems can only be solved locally.”

Speaker Among emphasized the significance of peace in the DRC for the overall stability of the Great Lakes Region. She stated, “Problem-solving is why they are here. We want to see how best peace can be created in the DRC and that peace can only be achieved with our heads of state and with us as Africans. It begins with us.”

Further, Among noted Uganda’s active involvement in the forum, affirming the country’s adherence to its financial obligations. Rt. Hon. Butete explained the visit’s objectives, stressing the necessity of regional leadership in addressing conflicts, asserting, “without peace, we cannot interact, and even regional integration cannot prosper. Peace is a precursor to development.”

She advocated for African nations to navigate their security issues independently, cautioning against external intervention. Butete remarked, “We don’t want to invite strangers to come and intervene in our affairs when we have responsible leaders in our presence who can take charge and guide citizens to ensure peace and stability in the region.”

The findings of the delegation will be reported to the PF-ICGLR plenary in April, with the intention of further discussions at elevated levels. As Butete concludes her tenure as President of the forum, she stressed the need for tangible progress before the leadership transition to Angola, reaffirming Uganda’s pivotal role in fostering regional peace and security with home-grown initiatives.
