Mozambique Government to Enact National Development Strategy ENDE 2025-2044

The Mozambican government will enact the National Development Strategy (ENDE) 2025-2044, focusing on sustainable and inclusive growth. The Council of Ministers has approved the plan, which will move forward to the Assembly for legislation. This strategy addresses recent political unrest and aims to foster dialogue and stability in the country while tracking progress on key indicators.
The Mozambican government is set to enact the National Development Strategy (ENDE) 2025-2044, a vital planning framework designed to guide the nation’s development trajectory over the next two decades. Recently approved by the Council of Ministers, this strategy reflects the consensus of various societal segments concerning Mozambique’s developmental priorities and pathways.
The ENDE focuses on promoting sustainable, inclusive, equitable, and resilient growth that enhances the quality of life for citizens while addressing socio-economic disparities. Inocêncio Impissa, the government spokesperson and Minister of State Administration and Public Service, highlighted that the government initiated a reassessment of the strategy following violent post-election protests that challenged the nation’s economic stability.
Funding for the ENDE’s implementation will derive from existing strategies, policies, and forthcoming sectoral programs. In addition to discussing ENDE, the government evaluated its performance during the initial 100 days since assuming power, where 68 out of 96 planned indicators have surpassed a 50% achievement rate.
The strategy also seeks to restore economic and social stability in light of recent unrest caused by demonstrations in major cities, primarily led by supporters of the defeated candidacy of Venâncio Mondlane. Impissa emphasized the necessity for political dialogue to achieve national peace and stability, urging those responsible for unrest to engage in constructive discussions.
He stated, “The destabilization of the country has been caused by people, so these same people have to be brought to the table to talk, to discuss, and find joint, collective paths towards the pacification and stabilization of the country so that we can all see in Mozambique a hope for everyone.”
The Mozambican government is taking significant steps toward implementing the National Development Strategy (ENDE) 2025-2044, which aims for inclusive and sustainable growth over the next two decades. The strategy’s development follows recent political unrest, highlighting the government’s commitment to dialogue and stabilization. With a strong focus on achieving key development indicators within the first 100 days, officials express optimism for fostering a peaceful, hopeful future for the nation.
