Transforming Lives in the Karamoja Borderlands: The Impact of the ABC Scaling Facility

The Karamoja ABC Scaling Facility is transforming lives in Uganda and Kenya by addressing climate challenges and economic marginalization. In the arid regions along the Uganda-Kenya border, communities have historically faced challenges such as climate change, economic marginalization, and ongoing insecurity. Predominantly, the agropastoralist communities in the Karamoja Cluster have depended on livestock herding and informal trade for survival. However, shifting climate patterns and resource scarcity, combined with frequent cattle raids, have heightened their vulnerabilities, trapping these communities in cycles of poverty and conflict.
The Karamoja ABC Scaling Facility, a new initiative by the UNDP Africa Borderlands Centre, aims to transform these challenges. This program is characterized by its community-driven, multi-sectoral approach, designed to foster economic diversification, enhance governance, and promote climate resilience, ultimately paving the way for sustainable peace and development.
“Challenges in borderlands are inherently cross-border. This facility takes an integrated, area-based approach that aligns interventions across Kenya and Uganda,” stated Zeynu Ummer, Director of UNDP’s Resilience Hub for Africa, emphasizing the unique aspects of the initiative over traditional development programs.
The Karamoja ABC Scaling Facility seeks to break the cycle of conflict and economic hardship by implementing alternative livelihood programs and developing market access. By engaging in climate-smart agriculture, 300 farmers have adopted resilient crops and farming techniques, ensuring food security amidst unpredictable weather.
In addition, the program has created opportunities for sustainable production through training 42 beekeepers in honey commercialization and establishing hay cooperatives to provide stable livestock feed, thereby mitigating pressures for migration. Investments in infrastructure have enabled 85 traders to enhance their businesses and expand cross-border trade opportunities.
Addressing the root causes of conflict is critical for long-term stability. The facility integrates conflict resolution mechanisms with regional governance to mitigate tensions. Notably, revitalization of the Ateker Cross-Border Chiefs’ Forum has facilitated constructive dialogue between Kenyan and Ugandan leaders.
The initiative also empowers youth through training, creating peace ambassadors who engage in community dialogue. Furthermore, it has influenced the Uganda-Kenya Memorandum of Understanding on Cross-Border Peace and Development to solidify peace commitments with supportive policies.
Zeynu Ummer remarked, “Providing alternatives through economic empowerment is crucial in transforming the security landscape of the Karamoja borderlands.”
The Karamoja ABC Scaling Facility focuses on enhancing trade and mobility through significant infrastructure investments. Initiatives include installing solar-powered boreholes to alleviate water scarcity and reducing competition over resources, as well as upgrading trading posts to formalize cross-border trade, improving economic stability for local traders.
Plans are also underway to enhance road networks linking vital trade hubs, further facilitating commerce. As the Africa Borderlands Centre embarks on the second phase (ABC II), the approach will serve as a model for resilience in Africa’s border regions, with prospects for expansion to the Sahel, Great Lakes, and the Horn of Africa.
The initiative aims to engage the private sector in agriculture, renewable energy, and digital inclusion, utilizing the Karamoja SDG Investor Map. Additionally, the integration of data-driven solutions from the Borderlands Encyclopaedia Dashboard will bolster evidence-based decision-making and program monitoring.
“The Karamoja Scaling Facility has shown that resilience involves transforming challenges into opportunities,” said Dr. Ummer. “When communities have access to economic opportunities, infrastructure, and peace mechanisms, borderlands shift from zones of fragility to hubs of prosperity.”
The Karamoja ABC Scaling Facility exemplifies the potential for development in Africa’s often neglected borderlands, challenging conventional views by proving that targeted, community-led, and integrated interventions can result in meaningful change. Looking ahead to ABC II, UNDP is focused on highlighting the importance of borderlands as engines of economic transformation and resilience.
