This meeting involved Qatar’s Emir, Sheikh Tamim bin Hamad Al Thani, alongside Rwandan President Paul Kagame and DRC President Félix Tshisekedi Tshilombo.

The leaders acknowledged progress achieved through previous peace initiatives, notably the Luanda and Nairobi processes, and discussed outcomes from the joint summit of the East African Community (EAC) and Southern African Development Community (SADC) held on February 8, 2025. Critical to the discussions was their reaffirmation of a commitment to a ceasefire, initially agreed upon in February, essential for restoring stability in a conflict-affected region.

Expressing gratitude for Qatar’s role, President Kagame remarked, “We thank the State of Qatar and Sheikh Tamim for convening this meeting and for their positive role in building confidence and achieving a secure and stable future for the Democratic Republic of the Congo and its territory.” President Tshisekedi echoed similar sentiments, emphasizing the necessity of continuous dialogue for establishing enduring peace.

In mediating the tensions between Rwanda and the DRC, particularly post-attacks by the M23 rebel group linked to Rwandan support, Qatar’s involvement has proven critical. The necessity for international collaboration in regional security was underscored, as the parties agreed to sustain the dialogues initiated in Doha, furthering efforts in line with the peace frameworks established in Luanda and Nairobi.
