Kyrgyzstan Enhances Climate Resilience and Develops Early Warning Systems

On April 11, 2025, Kyrgyzstan convened an International Conference on climate-related natural disasters, focusing on improving monitoring and early warning systems. With increasing natural disasters attributed to climate change, the conference promoted a collaborative response among government, scientists, and international partners, culminating in a commitment to a National Strategy for Disaster Risk Management. On April 11, 2025, the Ministry of Emergency Situations of the Kyrgyz Republic, together with various United Nations offices and international partners, hosted an International Scientific and Practical Conference. This event focused on enhancing monitoring and forecasting of climate-related natural disasters in light of increasing climate impacts in the region. The conference aimed to develop comprehensive systems in response to the alarming trends observed over the past few years.
Kyrgyzstan has experienced a significant surge in natural disasters, particularly mudflows, which reached historic levels in 2024. These climatic events are exacerbated by climate change, environmental degradation, and rapid urbanization, confirming the urgent need for effective monitoring and early warning systems. The conference featured esteemed policymakers, scientists, and practitioners, highlighting robust strategies for disaster risk reduction.
Boobek Ajikeev, Minister of Emergency Situations, stated, “Today’s event highlights the growing climate vulnerabilities of mountain regions…” This underscores the necessity for collaborative efforts to address the challenges posed by glacier melt and shifting precipitation patterns. The discussions also included advanced technologies, such as AI-driven analytics and satellite observation systems, to bolster forecasting accuracy and community preparedness.
Participants shared successful case studies from several countries, demonstrating the vital role of cross-border cooperation in disaster risk management. The conference culminated in a Resolution Document that committed attendees to developing a National Strategy for a Multi-Level Early Warning System (EWS), integrating AI-based data management, and seeking sustainable financial mechanisms.
UNDP has been instrumental in supporting Kyrgyzstan’s disaster risk management initiatives. Their efforts encompass modernizing the national hydrometeorological service, enhancing local disaster preparedness, and improving access to risk information. Alexandra Solovieva, UNDP Resident Representative in Kyrgyzstan, emphasized the invaluable partnerships with Japan, the Republic of Korea, and the European Union in reinforcing community resilience against natural hazards.
The conference wrapped up with discussions aimed at localizing global best practices and establishing inclusive early warning systems tailored to the needs of vulnerable communities.
